The report documents the joint Pertamina/E&P Forum seminar on safety and environment. General conclusions and recommendations were: In response to the many health, safety and environmental challenges that the E&P industry faces, the industry should take a proactive approach and ‘be part of the solution’. Cooperation and communication between regulators, operators, contractors and non-government organisations (NGOs) is necessary for sustainable development. Legislation should specify objectives (non-prescriptive). The operators must be fully accountable for achieving their agreed objectives. Operators/contractors should have their own safety and environmental management systems. The principles of objective-based requirements should also be applied to the operator-contractor relationship and should lead to a partnership approach. Objective-based regulations allow standards to be adapted to the sensitivity of the local environment and thereby encourage measures that are fit for purpose. E&P Forum should continue to play a key role in the development of industry guidelines in order to enhance safety and environmental performance in the industry. Whenever possible, this should be done in cooperation with contractors and NGOs. Comprehensive accident statistics are required to promote safety in the industry. The E&P Forum accident statistics standard should be promoted as a worldwide standard for the industry, and industry needs to give their accident data to the Forum for compilation. E&P Forum should consider setting up other databases of safety and environmental data.
